配置Manifest OpenClaw插件（OTLP端点 + 代理baseUrl）。当用户输入“/setup-manifest-plugin”、“setup manifest plugin”、“连接manifest到端口”、“将openclaw指向本地”、“切换到云模式”，或希望配置OpenClaw网关通过Manifest路由（本地开发或云端app.manifest.build）时使用。接受端口号（开发/本地必需，云端可选）和可选模式。重置路由，设置OTLP端点和代理baseUrl，重启网关。
Configure the Manifest OpenClaw plugin (OTLP endpoint + proxy baseUrl). Use when the user says "/setup-manifest-plugin", "setup manifest plugin", "connect manifest to port", "point openclaw to localhost", "switch to cloud mode", or wants to configure the OpenClaw gateway to route through Manifest (local dev or cloud at app.manifest.build). Accepts a port number (required for dev/local, optional for cloud) and optional mode. Resets routing, sets the OTLP endpoint and proxy baseUrl, and restarts the gateway.
